Recruiter Exclusivity statement

I just listened to an older cast that talked specifically about how to find a recruiter. Mark commented that the exclusivity that some firms espouse or require is unprofessional. How does one navigate that, especially with regard to Junior Military Officer recruiting firms? Example: I know from experience that Cameron-Brooks requires an exclusivity signed document before they begin working with you. My initial thought is "That's not the right firm to be with." Feedback is appreciated. Thanks!
