BLUF: Is funneling all communications through HR a power play on their part?
I soon begin a new job. When I asked IT for the disposition of my email account after I leave I was told "you have to talk to HR." I have great relationships with the IT people. They have worked with me on all kinds of issues for years. Now I get treated like a pariah.
The HR person is new to the firm, new to the culture and his behaviors, to me, are just plain irritating.

Why are you asking?
If you have a new job at a new company (presumably), why does it matter what happens to your email after you go? There was a cast (How To Resign?) where Mike and Mark talk about how after you resign people will stop paying attention to you. What you describe sounds pretty normal to me.
I would guess that it's not a power play so much as the IT folks just covering their butts. There is no reward for them if they tell you this information and some risk (they don't know how you're going to use it, maybe they've been instructed not to communicate details, maybe they know that you don't have a good relationship with the person your email will forward to, etc.).
So is it idle curiousity or do you think knowing this information will somehow help the company with the transition? In either case, it isn't personal.

It's not a power play - you've got no power anyway because you're leaving.
If you have a concern (such as customers looking for product info), why not discuss it with your manager?

...what you mean by your question. Honestly can't figure it out. Where are you going, where are you leaving, whose HR is this?
